Christian C. Decker, PE

President

Christian Decker is the President and Founder of Planate Management Group with over 30 years of military and civilian installation management experience both in uniform and as a senior government civilian and contractor. Since 2007, Mr. Decker has led a diverse team of technical experts who are experienced in working in some of the most complex and difficult environments worldwide providing planning, design, construction and professional services solutions for our clients. His experiences in the US Navy as a member of the Civil Engineer Corps/SEABEEs in facilities management and acquisition culminated as the US Navy’s first Public Safety Director and principal resourcing sponsor for a $9 billion program installation for combating terrorism following September 11, 2001. Mr. Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia and Eastern Europe working closely with businesses and institutions in engineering, construction, logistics, security, and related specialized services.

Jonathan B. Larson, MBA

Vice President, Business Operations

Jonathan Larson serves as the Vice President of Business Operations for Planate Management Group and has extensive work experience throughout the private sector and the Department of Defense (DoD). Mr. Larson’s previous experience includes serving on the Office of the Secretary of Defense (OSD) Competitive Sourcing and Housing Privatization Office, working with the Army’s Chemical, Biological, and Radiological Defense (CBRD) program, the Navy’s Ashore and Afloat anti-terrorism programs, and most recently serving in various capacities in support of the Navy’s Shore Commands including Commander, Navy Installations Command, Commander, Fourth Fleet (C4F)/NAVSOUTH, Office of the Judge Advocate General (OJAG), and Naval Facilities Engineering Command (NAVFAC). Mr. Larson brings a variety of skill sets to our team including broad knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, installation management, the business process re-engineering, and business operations.

 

Mr. Larson is a graduate of the University of Iowa with a Bachelor of Arts in Economics. He holds a Master of Business Administration from American University in Washington, D.C. He is an active member of numerous educational, service, and philanthropic boards throughout the United States.

Mark J. Moszak, AICP

Vice President, Director of Planning

Mark Moszak serves as Vice President and Director of Planning for Planate Management Group, managing a diverse portfolio of military planning services with an international team of senior military planners and subject matter experts that provide a full spectrum of facility planning services. He has served public sector and military clients for over 30 years and has extensive experience managing multi-disciplinary programs and project teams in national and international settings for the Department of Defense, Army, Air Force, Navy, Marine Corps, and other federal agencies. Mr. Moszak has been a leading consultant, performing advanced professional planning work on a variety of master and comprehensive plan assignments and complex planning studies, and has supported several policy initiatives aimed at improving federal and military planning. Mark brings a problem-solver mindset to team building and project development with a diverse background in regional, installation, site, facility, building, transportation, land use, environmental, and energy planning.

 

Mr. Moszak is a Certified Planner (#027518) and member in good standing with the American Institute of Certified Planners (AICP) and American Planning Association (APA), and is a graduate of the University at Buffalo, State University of New York with a Bachelor of Arts in Environmental Design from the School of Architecture and Planning. Mr. Moszak is also active with the APA, the Society of Military Engineers (SAME), and the Association of Defense Communities (ADC).

Hector Nazario, PE

Vice President, Architecture, Engineering and Design

Hector R. Nazario serves as Vice President of the Architecture, Engineering and Design division at Planate Management Group. He leads our global design team and directs A/E strategy functions. With over 34 years of experience working for the federal government, he has extensive technical knowledge in the operation, design, construction, and management of highly specialized facilities. Mr. Nazario’s career began as a Mechanical Engineer for the Naval Sea Systems Command (NAVSEA). Looking for a more challenging position, he then began working at Sun-Oil refinery in Puerto Rico as Project Engineer, as such he completed projects like underwater outfall lines extension, upgrades of refinery heaters burners system. Subsequently, he worked as a Facilities Engineer for the U.S. Naval Communications Station where he managed 18 different communications sites facilities throughout Puerto Rico. Through NAVFAC, Mr. Nazario was then assigned to the Officer in Charge of Construction Mediterranean (OICC MED) serving in Italy, wherein he became the Design and Construction Program Manager for U.S. DoD and NATO forces. From there, Mr. Nazario became a Resident Engineer with the Resident Office in Charge of Construction (ROICC) in Puerto Rico where he completed the construction of a variety of military assets including fuel pier facilities, complete renovation of the US Naval hospital, air cargo terminal, and enlisted housing to name a few. After 15 years in the ROICC office, Mr. Nazario moved to Pennsylvania to work as Resident Engineer with the Construction Facilities Management Office at the Department of Veteran Affairs where he worked in the construction of the medical center in Heinz and new facilities including a parking garage, mental health building, and medical research facility.

 

Mr. Nazario is a native of Puerto Rico and graduated from the University of Puerto Rico with a Bachelor of Science in Mechanical Engineering. He is a registered Professional Engineer in Puerto Rico, Florida, Virginia, and Washington. He is a member of the National Society of Professional Engineers, American Society of mechanical engineers, and the College of engineers and surveyors of Puerto Rico.

Timothy J. Stufft, PE, PMP, CEM, LEED GA

Vice President, Engineering Services

Timothy Stufft serves as the Vice President of the Engineering Services division for Planate Management Group, in leading our global engineering support and construction management service functions. Tim has over 21 years of experience working as a professional engineer in the private and public sector. He began his career in Rock Hill, SC, working as a process engineer for Celanese Acetate in the acid recovery/anhydride manufacturing plant, and then worked for FMC in Baltimore, MD, as the process engineer covering divinyl ester production. Tim worked for Reckitt Benckiser in Nowy Dwor Mazowiecki, Poland, as head of new products for manufacturing for both powdered and liquid detergents; he also taught in the Chemical Engineering Department at the Polytechnical University of Warsaw. He later worked in Ethiopia for the State Department and USAID supporting refugee, environmental, and food security issues. He joined CFM Engineering as a Senior Project Manager, managing construction projects in the Washington, D.C., area for many clients including the US Army Corps of Engineers (USACE), Naval Facilities Command (NAVFAC), the Smithsonian Institution, the FBI, NOAA, KBR, Bioreliance, Acambis, and Sanofi Pasteur. Tim joined Planate Management Group in 2012 as the Installation Energy Manager at Camp Lemonnier in Djibouti. During this time, he helped lead energy efforts that helped Camp Lemonnier win the Lean, Clean, and Green Award from the White House’s GreenGov program in 2014, and his team also won a Federal Energy Management Program (FEMP) award in 2014. Since then, Tim has covered Planate’s portfolio in Europe, Africa, and the Middle East, before being promoted into his current role as Vice President of Engineering Services worldwide.

 

Tim is a native of Pennsylvania, and graduated Summa Cum Laude from Case Western Reserve in Cleveland, OH. He is a registered Professional Engineer and resides in Virginia with his wife and three children. He is an active leader in Boy Scouts and many service organizations in the Washington, D.C. area.
