Christian C. Decker

President

 

Christian Decker is the President and Founder of Planate Management Group LLC with over 30 years of military and civilian installation management experience. Mr. Decker leads a worldwide team of technical experts who are experienced in working in some of the most complex and difficult environments on the globe providing technical solutions for our clients. As a retired Navy Civil Engineer Corps officer, he has worked around the world in installation/facility management, engineering, service contracting, medical support, acquisition management, and construction operations. He was the Navy's first Public Safety Director and was the principal resourcing analyst for $ 1.8 billion in annual installation combating terrorism accounts following September 11, 2001. As Public Safety Director, he directed a program overseeing 14,000 base security, fire, safety, and emergency services personnel across the globe. Mr. Decker's final assignment with the Navy was as the Chief Integration Officer for the Commander Navy Installations Command (CNIC) responsible for handling external coordination of $ 8 billion in products and services throughout the Navy Enterprise as well as all white-space issues related to installation operations, community support, and facilities management. Since 2008, Mr. Decker has spent a considerable amount of time in Central Asia, North Africa, Southwest Asia and Ukraine working closely with leading businesses and institutions in construction, logistics, security, and specialized services.

 

Mr. Decker is a graduate of the U.S. Naval Academy with a Bachelor of Science in Mechanical Engineering. He completed a Master of Science in Engineering Management at the University of Florida. He received his Command & Staff diploma from the Naval War College and completed all defense acquisition management coursework required for assignment as a federal Level III Contracting Officer (unlimited warrant). He has numerous military unit and personal awards. He is a registered professional engineer in the State of Massachusetts with executive education at the Naval Business School in Monterrey California, Harvard Kennedy and Business Schools in Cambidge, Massachusetts. Mr. Decker is also the President and Founder of Worldwide B2B Services which provides individualized partnering and consultation services to other business in the federal space resolving sensitive and complex matters. He is the founder and current board member of the Navy Safe Harbor Foundation which is a 501(c)3 foundation which supports the recovery of seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families by assisting them with resources not currently provided by the government or community resources. 



Jonathan B. Larson

Vice President, Business Operations

 

Jonathan Larson serves as the Vice President of Business Operations for Planate Management Group LLC and has extensive work experience throughout the private sector and the Department of Defense (DoD). Mr. Larson’s previous experience includes serving on the Office of the Secretary of Defense (OSD) Competitive Sourcing and Housing Privatization Office, working with the Army’s Chemical, Biological, and Radiological Defense (CBRD) program, the Navy’s Ashore and Afloat antiterrorism programs, and most recently serving in various capacities in support of the Navy’s Commander, Navy Installations Command. Mr. Larson brings a variety of skill sets to our team including broad knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, installation management, the Navy Enterprise effort, and best business practices.

 

Mr. Larson is a graduate of the University of Iowa with a Bachelors of Arts in Economics. He holds a Master of Business Administration from The American University in Washington, D.C. He is an active member of numerous educational, service, and philanthropic boards throughout the United States.



Mark J. Moszak, AICP

Vice President, Director of Planning

 

Mark Moszak serves as Vice President and Director of Planning for Planate Management Group, LLC, managing a diverse portfolio of military planning services with an international team of senior military planners and subject matter experts that provide a full spectrum of facility planning services, including onsite and contract installation planning and asset management, shore facility planning, real property database updates, asset evaluations, facility requirements, DD1391 cost documents; and master planning, with installation development plans (IDPs), area development plans (ADPs), component plans, and unique installation planning studies.

 

He has served public sector and military clients for 30 years and has extensive experience managing multi-disciplinary programs and project teams in national and international settings for the Department of Defense, Army, Air Force, Navy, Marine Corps, and other federal agencies. Mr. Moszak has been a leading consultant, performing advanced professional planning work on a variety of master and comprehensive plan assignments and complex planning studies, and has supported several policy initiatives aimed at improving federal and military planning. Mark brings a problem-solvers mindset to team building and project development with a diverse background in regional, installation, site, facility, building, transportation, land use, environmental, and energy planning. Mr. Moszak is both a team leader and senior planner with extensive and practical knowledge of the Unified Facilities Criteria (UFC) and DoD Instruction system, providing evaluation and interpretation of service regulations, directives, and UFC criteria and guidance. 

 

Mr. Moszak is a Certified Planner (#027518) and member in good standing with the American Institute of Certified Planners (AICP) and American Planning Association (APA), and is a graduate of the University at Buffalo, State University of New York with a Bachelor of Arts in Environmental Design from the School of Architecture and Planning. Mr. Moszak is also active with the APA, the Society of Military Engineers (SAME), and the Association of Defense Communities (ADC).
